The reaction of Safari is the same for all the four test (dir=rtl in the body, html or head elements, and then only in the button element).
The column for Safari 2.0.1 on Mac OS X V10.4.2 should be green :-).

Note: I've done the test with the message in Arabic. I find it more instructive. The comma belong to Arabic, so it follows the Arabic text at the left, before "W3C". (نشاط التدويل، W3C).
In Hebrew, you can't decide if the comme belong to "W3C" part, or the Hebrew part of the text. (פעילות הבינאום, W3C). Ok, the space comes after the comma...
